- Give basic awareness of some person, place, process or technology
- Create minimal behavior change—maybe tweak what is already known or assumed perhaps via some reflection
- Create strong behavior change because the skill gap is great, the skills required are complex or the change will cause strong emotional reactions or resistance
- Be just-in-time for use on-the-job
